Born in Novi Sad in 1954. He graduated from the Novi Sad Faculty of Law in 1976. In 1980 he received his LL.M. degree from the Belgrade Law Faculty with thesis “Autonomy of Administrative Bodies” which was graded with distinctions. He defended his doctoral dissertation “Notion of Administrative Act”, which was graded with distinctions, at the Belgrade Law Faculty in 1983. He was elected for the assistant at the Novi Sad Faculty of Law in 1977, for assistant professor in 1984, for associate professor in 1989, and for the full professor in 1994. He teaches course in Administrative Law to law students and students of the Internal Affairs studies group, as well as the elective course in Theory of Administration.

Professor Dragan Milkov, Ph.D. was Director of Institute of Social and Legal Sciences at the Novi Sad Faculty of Law (1985-1990), Coordinator of the OECD International research project regarding the relations between administration and citizens (1986-1989), Coordinator of the OECD International research project regarding Ombudsman (1989-1992), Vice-Dean of the Novi Sad Faculty of Law (1990-1992), Dean of the Novi Sad Faculty of Law (1992-1998); since 1994 he has been a member of the International Ombudsman Institute – Edmonton – Alberta, Canada; member of the working group of International Institute for Administrative Sciences from Brussels regarding the project “Ombudsman” (1995-1998); since 1996 he has been the expert of International Institute for Administrative Sciences from Brussels; from 1997 to 1999 he was a member of the research team of International Research Project of the British Council “Administrative Control in United Kingdom and Yugoslavia”. From 1998-2000 he was a permanent member of the Legal Council of Federal government. In October and November 2001 he was a visiting professor at the University of Toulouse (France). Since April 2006 he is a member of Board of European Ombudsman Institute, Innsbruck, Austria.

Professor Milkov Ph.D. is the author of several book in Serbian, one book in Enlish and one book in French language, as well as around 100 other scholarly works.

Area of academic interest: general questions of administrative law, administrative acts, administrative procedure, control of administration, ombudsman.
