Professor Dragan Milkov, Ph.D., was born in Novi Sad in 1954. He graduated from the Novi Sad Faculty of Law in 1976. In 1980 he earned his LL.M degree from the Belgrade Faculty of Law with thesis Autonomy of Administrative Bodies which was graded with distinction. In 1981/1982, he prepared his doctoral dissertation entitled Notion of Administrative Act at the University of Paris 1 Panthéon-Sorbonne, as a scholar of the Government of the French Republic and in 1983 he defended it with distinction at the Belgrade Faculty of Law. He was elected as the assistant at the Novi Sad Faculty of Law in 1977, as the assistant professor in 1984, as the associate professor in 1989, and as the full professor in 1994.

He teaches course in Administrative Law to law students of the General legal studies and of the Internal affairs legal studies, as well as the optional course in Science on Administration at the Novi Sad Faculty of Law. He teaches course at Master Studies in Human Rights and State Administration to law students of the General legal studies and of the Internal affairs legal studies. At doctoral studies for Public Law, he teaches course in Administrative Law – Optional Subjects.

He reads, writes and speaks English, French and German language; he reads and speaks Italian language.

Areas of his academic interest are general questions of administrative law, administrative act, administrative procedure, control of administration, ombudsman and administrative dispute.

Professor Dragan Milkov, Ph.D., has been a coordinator of academic, research and development projects: OECD International research project Relations Between Administration and Citizens (1986–1989); OECD International research project Ombudsman (1989–1992); The Law of Serbia in European Perspective – project of the Ministry of Science and Technological Development of the Republic of Serbia (from October 2009 to the end of 2011); Theoretical and Practical Problems in Creation and Application of Law (EU and Serbia) – project of the Novi Sad Faculty of Law (2011–2015); Legal Tradition and New Legal Challenges – project of the Novi Sad Faculty of Law (2016–).
